Capital Project Funding Vote

On May 16, 2017, the Naples Community approved a $7,725,000 capital improvement project that involved the Elementary School parking lot, bus loop, main entrance, as well as a new bus garage. The project did not involve a tax impact or a tax increase, and the Elementary School bus loop and parking lot are now close to completion.
After consulting experts in the field and reviewing recent area school projects that have come in over-bid, it is almost certain that the costs for construction will be higher than what community members have authorized NCS to spend. While this is disappointing, the District has no control over a market that is saturated with work, a regional shortage of labor, and rising prices involving aluminum, oil, steel, and shipping.
Because reducing the scope of work would have a significant impact on the quality of the project, the Naples Board of Education has made the decision to ask residents for permission to use additional funds from a capital reserve. The vote will take place between 7:00 a.m. and 8:00 p.m. in the Naples High School Library on Tuesday, September 11, 2018, and it will ask community members to authorize the use of an additional $2,350,000 if needed. While more than half of the amount would come in the form of state aide, $1,120,000 of the cost would come from an existing reserve previously established by NCS taxpayers to perform needed capital work. If approved, this addition to the original capital project would have no impact on the tax levy.
